Description: Community GIS Services joined the physical address database provided by the County to the county parcel polygon layer and created centroid points for the project area . Examine point database and eliminate redundant entries. Using 2015 aerial imagery in ArcGIS software, move each address centroid point to the end of driveways for parcels greater than 2 acres. For parcels less than 2 acres, the address centroid point will be placed on the primary structure. For multiple addresses sharing a driveway, access points were created and attributed with the house numbers served by the access point. Modifed the attribute scheme of the address points to match work being done within the Cloquet Area Fire District and adherent to the Carlton County MSAG and NENA standards. Acquired GIS data to assist in identifying other potential locations of non-existent address points, these points would include cellular towers, water towers, electrical substations, boat ramps, trail heads for large parks, and parking areas to State parks. Created large format field maps for the County. Field maps contained parcel boundaries, address points, road name information, potential new address indicator data, and recent aerial imagery. Field maps were used as a quality control measure and assist as a backup to GPS units in the case of functional issues. Community GIS Services verified each address point in the county area by driving to the individual locations and visually inspecting the presence of a fire number sign or address number located on the structure. Address locations not having a fire number sign but having a house number were attributed as such in the database. Address locations not having a fire number sign or a house number were be attributed as such in the database. A GPS point was created for unaddressed locations and attributed appropriately. Additionally, Community GIS Services verified road names in the field to the E911 road database. Roads not matching were noted and incorporated into a GIS layer containing E911 database names and field observed names. Data gained from this activity was be forwarded to the County for resolution.After all address points were verified, Community GIS Services created and moved the duplicate main structure points for parcels greater than 2 acres. Attributes were included in the master address point data set that differentiates the main structure point and the driveway point. A confidence level was assigned to all points in the master data set as well as a parcel identification number.
